If you are injured in an automobile accident in Utah you must exceed the personal injury threshold to get a settlement for "pain and suffering".  This requires one of the following:  1)  reasonable and necessary medical bills of $3000; 2) permanent disability or impairment; 3) disfigurement (such as an ugly scar). 

You don't have to meet these criteria if you are injured by an uninsured motorist or by someone with an out-of-state insurance policy.
